Large movements of refugees and other migrants to Europe, particularly in 2015 via the eastern Mediterranean route, generated an unprecedented level of political will among states to address migration and displacement at both regional and global levels. In September 2016, the New York Declaration set in motion international processes to achieve two Global Compacts – one for refugees and one on migration. That two largely separate processes have emerged reflects the historical tendency to address refugees’ protection needs and vulnerabilities distinctly from those of other migrants.Download
